Why this petition matters
This petition calls on the governments of all United Nations (UN) member states to urgently pass the General Assembly draft resolution below, formally recording the known fact that Russia is not a member, and expelling it's representatives.
Stop our UN violating it's own Charter.
Our UN, the only legitimate agency authorised (and required) to suppress international aggression, is enabling, protecting and empowering a non-member terrorist state by letting it over-rule it's decision-making processes.
The UN is violating its own Charter. The UN Charter clearly sets out the requirements for membership. Non members are not permitted to vote, let alone veto resolutions.
It is also violating Article 24(2) of the Charter which requires the Security Council to act in accordance with the purposes and principles of the UN.
This simple resolution (self explanatory) only needs a simple majority of votes to pass, but is likely to pass unanimously. It cannot be vetoed by Russia or any other state.
Ending the fiction of a Russian "veto" will instantly remove Russia's "immunity" and ability to stop the UN. It will quickly, legally and permanently end Putin's invasions and exploitation of other sovereign states, allowing intervention, forcing peaceful negotiations and just outcomes.
It will end his protection racket, allowing action against other criminal actors he is “protecting” by "veto"ing action against them.
And it will remove his UN disinformation bully pulpit re-focussing the UN on it's legal duties.
(All other petitions to kick Russia out of the UN have been discredited as impossible. This petition can't be. It specifies the correct legal procedure, and wording, to achieve it.)

What is a veto? A veto is the power to override the votes of everyone else, stopping any decision being made. It is also used as a form of blackmail, to force decisions to be made which the holder wants, by threatening to block other decisions. It is the power to paralyse the UN. Which Russia has abused countless times, blocking action to prevent it's own invasions and also aggression and violation of human rights by it's proteges, like Iran, Sudan and North Korea.
What is the UN and why is it important?
The UN is simply the governments of all peace-loving nations, working together to maintain international peace and protect and monitor human rights. It is governed by the United Nations Charter. Every country in the world has joined and agreed to the Charter, except Russia (and 3 disputed territories: Palestine, Taiwan and Western Sahara).
A functioning UN enables all governments of the world to rapidly (within 24 hours) consult, decide and implement a unified course to suppress aggression and stop human rights violations.
It enables pooling of resources and co-ordinated effective action by multiple contributors, including NATO.
It enables fast effective action including force, full or partial blockades, sanctions. confiscation of funds, and political negotiation.
Most of all, its powers of threat and deterrence removes the need for any actual action in almost all cases.
It deprecates individual states' agendas, focussing on the UN's legal duties.
It also averts threatening and manipulation of individual players by transgressors: who is Putin going to nuke or buy, if the whole world is acting, and he will face consequences.
In short, the UN acts as a unified impartial police force.
The situation the world faces with Putin is precisely what the UN was designed to stop. Ironically perhaps by design, when the real need arises, it has been disabled. If it had not been disabled by the 1991 fraud, the USSR's sabotaging of the UN would have ended and Putin's aggression would never have been possible.Why can't Europe, America, or China keep the peace and protect human rights?
Not one of the many actors trying to usurp the mandated function of the UN Security Council has even proposed to actually do what the UN Charter states must be done, which was agreed by every country in the UN.
They all have their own agendas for attempting to intervene, restrict intervention, and impose "settlements". Those agendas change with governments, which are then enabled by "🇷🇺's veto" to put their own interests ahead of justice, overriding the express injunction of 143/192 states members of the UN, disregarding the requirements of international law for immediate and effective suppression of aggression, punishment of crimes, victims' rights to justice and reparation, and protection of human rights.
They do not have the power or the mandate that the governments of the world collectively acting through the UN have. They can't enforce anything without the authority, organisation and resources of the UN. Placating dialogues and negotiated settlements with Putin have merely allowed him to perpetuate his agenda unopposed for 25 years.
Even if Europe defeats Russia in Ukraine, Putin will use the UN "veto" and bully pulpit to expand elsewhere - and come back. There is more than Ukraine needing help.How will the resolution make a difference?
The only thing enabling the Russian Federation to systematically invade and subvert sovereign nations, and spread corruption and terror, is the false pretence that Russia is a member of the UN and that it holds a veto power rendering it invincible.
Putin will immediately lose that illusory “invincibility”. He cannot continue the invasion or get support, without it.
All he will have left is a tanking economy the size of Spain, and the "second strongest army in Russia”. (And resources which can be sanctioned.)
Without his UN disinformation megaphone he cannot polarise the world and get supporters by lying.
The UN will have no excuse to avoid it's duty to suppress aggression, protect human rights, and compel peaceful resolution of disputes.
Instead of building a grisly "aid" empire feasting on it's breach of it's own duty. That is not what our countries pay for.How is Russia not a member of the UN? The law and facts, with sources linked, is explained in Images - Russia and the UN. Briefly, as recited in the resolution above, Russia has never joined the UN. Yeltsin tried to steal the memberships of another state, the USSR, which legally ceased to exist, pretending it was a "name change". The established law since 1947 is that UN memberships are extinguished when a member legally ceases to exist; and new states which were part of the territory of a member cannot claim membership without being formally
Can the resolution be vetoed? No. As mentioned in the note in the resolution above, and fully explained in Images- Russia and the UN.
Doesn't the UN need to be reformed to kick Russia out?
No. Russia itself does not need to be "kicked out", because it is not a member. It's representatives can and must be expelled like any other trespassers.
This should have been done by the UN Secretariat but it has failed to do so and appears to be colluding with Russia.
The only reason a resolution is required is to force the Secretariat to perform it's duty.
In fact, the UN would have to be reformed to allow Russia in without going through the procedures required by the UN Charter, or to give it a veto.Why does nobody know this? There has been a concerted campaign of deception since and including the initial fraud in 1991. Does the delay make any difference? No. As explained in Images-Russia and the UN. Republic of China exercised a membership and veto for over 20 years before it was ousted.
Should Russia be allowed to participate in the UN because it has nukes, or to "keep communication channels open"?
No. The UN is not a telephone line for bad actors which communicate nothing but lies.
It is only open to peaceful states which support human rights and agree to honour the Charter. Not to terrorist invaders.
The only effective communication with Putin will be through the powers of the UN under Chapters 7 and 8 of the UN Charter.
Russia can only become a member by admission under Article 4 of the UN Charter. If the UN violates it's charter, it is corrupt.How will the resolution be passed?
The resolution (self explanatory) can be tabled by any government of any UN member state; or the UN Secretary-General, at an emergency special session (24 hours notice).
It requires a simple majority of votes. Abstentions aren’t counted, so if all except 20 abstain, 11 votes will pass it.
Once tabled, it will almost certainly pass unanimously. After the world becomes aware of the 1991 fraud, not one of the ¾ of members which called on Russia to stop the invasion (or any other country) is going to vote to give power over itself, and the only agency which can protect it, to an unstable violent dictatorship.
As explained in Kremlin lies #5 - "No-one is Interested in Kicking Russia out of the UN" | Knowledge is Power, the only reason it has not been passed before now is that everyone has been told disinformation that it is impossible, will be vetoed by Russia, requires a 2/3 majority, requires "reform" of the UN. None of which are true.What happens if the resolution is lost? There is nothing to lose. Being tabled will headline the fraud throughout the whole world. If it is lost (which will not happen) it can be tabled again and again until public outrage causes it to be passed.
What will happen if the resolution is passed?
Putin will immediately lose his immunity. The most likely consequence is that he will disappear and all his criminal actions will end. Russia will almost certainly become co-operative, to minimise the repercussions it will face.
Without a "get out of jail card" veto and UN disinformation platform, Putin will be unable to continue his invasions and insurgencies with impunity, use the UN to legitimize his actions and spread disinformation and terror, buy "friends", protect criminal states, and corrupt and invade other sovereign states.
His protection racket will dissolve once he is unable to protect his proteges from repercussions for their actions.
He will lose his "supporters" - because he will no longer be able to threaten them or protect them from the consequences of crimes they commit or assist. (They don't really want him to invade Ukraine. Not one has recognised his annexation of Crimea or any other Ukraine territory.)
He will no longer have the credibility of UN disinformation platform to fool, divide and distract the UN from doing it's job. Including ending aggression everywhere - protecting Israel, Palestine, Lebanon, Sudan etc, and enforcing peaceful and fair resolution of disputes through negotiation or the International Court of Justice.
Without the 50 wars currently scourging the world, states will be able to apply funds now spent on military, to building their economies and citizens' welfare, eliminating poverty.
That will end the migration crisis.Will the world lose Russian resources if the resolution is passed? No. The resources are not going anywhere. Russia, in whatever form it may take, needs trade. The only threat to availability of Russian resources is it's illegal invasions.
Will Russia become worse if the resolution is passed? No. In order to trade and have other normal political and economic privileges, Russia will have no alternative but to become a peaceful member of the international community, as Serbia and Montenegro did when they were required to apply for UN membership. So will North Korea, Iran and other problem countries, after Putin's veto protection is gone.
Will the UN be taken over by dictators and "others" if Russia is expelled? No, this is another myth patently contrary to evidence.
Anyone still believing this myth should watch some United Nations proceedings. The only dictatorship which has taken over the UN is Russia.
3/4 of the world's governments voted to demand Russia withdraw from Ukraine. Even countries under Russia's control did not support it, but abstained. Less than 3% supported Russia.
92% of the 66 "not free" countries of the world, refused to support Russia.
In fact, freed from Russia "vetos", the UN can return to it's other core task, promoting and sponsoring democracy and improving human rights.
What we can be very sure of is that if Russia is not expelled, dictatorships and disruption of the UN and the world will increase.Even if Russia is kicked out, won't China (or Trump) veto to prevent the UN intervening to expel the Russian invaders from Ukraine?
No, this is highly unlikely, for 3 reasons:
First, without support from Iran and North Korea (who will be facing action from the UN), and assuming Putin manages to stay in power after causing Russia to be "kicked out" of the UN, he may well withdraw seeing there is no prospect of success.
Second, there would be nothing to gain, once Russia has lost it's power to help them.
Third, unlike Putin, they are both aware that they are dependent on the trade and goodwill of the membership and would be unlikely to risk loss of economic and political power for no gain.What is Russia doing wrong? Isn't it liberating Russian speakers from a country taken over by a Nazi coup, and defending itself from NATO?
Even if true, it is a completely separate issue from the need for the UN to stop violating international law and it's own Charter by giving a non-member a vote and veto control.
However it is part of a complete web of disinformation woven by the Kremlin to cover up Putin's real motive, which is to remove and take over the elected government of Ukraine, because it is threatening Putin's global hegemony by exposing the fraud in the UN. This is now highlighted by Putin's demand to remove President Zelensky and near complete removal of Ukraine's defence forces, refusing to accept past offers of everything else he demanded.
Most of the disinformation actually describes Russia - a standard propaganda technique to confuse people.
Ukraine was a peaceful democratic nation with a 75% Russian speaking population (including the current President Zelensky), and one of lowest Nazi/far right influences in the world. No Russian speakers were oppressed. NATO is a purely defensive agreement between peaceful states, to protect each other against invasions. Neither had threatened Russia militarily in any way.
There were 2 coups in Ukraine, in 2014: violent overthrows of 2 democratically elected administrations by Russia, in Crimea and Donbas/Eastern Ukraine (see Kremlin Lies #4 "Crimea and Donbas are Russian": the real surveys.
There was no "coup" of the Ukrainian national Parliament: the President was impeached by a unanimous decision of Parliament, including his own party. Fresh elections were held immediately and regularly ever since. (Until Ukraine's Parliament declared martial law, to enable self defence against Putin's full scale invasion in 2022. Ukraine's Constitution, like most other countries', forbids elections, which are impossible in a state of war, until martial law is removed by Parliament. The President is forced to continue, whether he wishes to or not, or leave the country without a President. He has no power to remove martial law or call elections. To suggest he "refused" to call elections is ridiculous anyway, when his popularity levels are higher than many other elected leaders.)
